Keolis Welcomes Francis Julien as Vice President of Commercial Development

Julien rejoins Keolis from RTC of Southern Nevada, will contribute to expanding North American operations 

BOSTON – October 5, 2023 - Keolis North America (Keolis) today announced that Francis Julien has joined Keolis as Vice President of Commercial Development. Julien’s work will further advance Keolis’ commercial development activities and attract new business by identifying growth projects and deepening relationships with partners and other stakeholders.

Before joining Keolis, Julien served as Deputy CEO for the RTC of Southern Nevada where he oversaw contract operations. Prior to this, Julien worked as Regional Vice President of Operations for Keolis.

Julien first began working with Keolis in 2010 in Canadian operations and moved to the United States as assistant director of operations in Las Vegas. With progressively increasing accountabilities, he ultimately served as General Manager and Regional Vice president of operations from 2016 to 2019. In that time, Francis oversaw several nationally recognized transit innovations that included the deployment of the first autonomous shuttle on open streets in the U.S. and the Trip to Strip micro transit pilot. He was also instrumental in developing Keolis’ proprietary dispatching solution and building predictive intelligence into Keolis’ management of on-time performance.
